SPA provides multiple organizations within the Department of Defense with timely and objective assessments and recommendations that integrate technical, operational, programmatic, policy and business analysis. We focus on key clients in the undersea community including Navy's Strategic Systems Programs (SSP), and NAVSEA program managers for the COLUMBIA Class SSBNs and in-service submarines. We work to provide integrated solutions based on information and communications throughout the chain of command to ensure clear and consistent analysis and recommendations that are aligned to strategic and leadership goals while still being executable by the working level technical communities. SPA has an immediate need for a Senior Cost Estimator located at the Philadelphia Navy Yard. Responsibilities The Senior Cost Estimator will provide financial management support to a program office test facility in Philadelphia, PA. They will assist with budget baseline cost model/presentation materials for annual fiscal year and POM submissions, facilitate data collection discussions with SME's to define ground rules and assumptions and building cost estimates for all labor, travel, service contract and material requirements, and support the test facility's Financial Division in developing standard operating procedures and financial reporting deliverables. They will work with senior program office representatives for financial tracking and reporting as it relates to overall program budget and cost needs. Qualifications Required Qualifications: * Bachelor Degree in financial, accounting or management field. * 10+ years in cost estimating, with experience in US Navy programs. * Proficient in using Microsoft Excel to analyze and represent data for engineering or project management efforts. * Proficient in using Microsoft Office, including Word and PowerPoint, to communicate to decision makers. * Current DoD security clearance - minimum Secret, with the ability to maintain it throughout employment. Additional Qualifications Desired, but not required: * Experience working on submarine or undersea related programs. * Experience with Defense Acquisition System DoD 5000 series and Navy or DoD program planning. * Experience with and knowledgeable of the Navy requirements and program office organizations and processes.
