The Government Business Segment (GBS) is a collection of seven Lines of Business, predominately focused on helping our nation's Medicare and Medicaid beneficiaries live healthier, more active lives through personalized, affordable and easy-to-use health care solutions. This role reports into the GBS Business Program Management Office (PMO). You will be a thought-leader in developing, supporting, and implementing the GBS change management discipline and organizational readiness methodologies into assigned work including cross-company networks, complex projects and programs. Success will include partnering with the peers, matrix teams and project teams, supporting an operating model for delivering Change Management best practices and driving improvements across GBS to build a high-functioning and efficient organization, focused on effectively supporting people through change.

• Implement change management with individuals, teams, and organizations in ways that build promoters.

• Prepare and guide senior leaders (sponsors) throughout the project lifecycle to maximize sponsor engagement

• Successfully assess and analyze the impact of assigned program/projects and the organizational readiness, report findings to sponsors and key stakeholders, lead the development of appropriate plans to support the change initiative, including

• Communication plan

• Leadership engagement plan

• Resistance Management plan

• Reinforcement plan

• Transition plan

• Training plan

• Design and lead effective meetings with multiple levels of leadership, from senior leaders to frontline staff as appropriate

• Work with the program manager to integrate the approved plans into the program-level plan and appropriate project plans. Execute against the approved plans, reporting appropriately on status and effectiveness.

• Apply data-driven change management to visibly promote the value of change management within work efforts.

• Work collaboratively with project team members and key matrix partners to identify and remove barriers that slow or prevent the successful adoption and sustainment of the change initiative

• Provide experienced consultation, coaching, and mentoring to change managers across the enterprise and help to build and lead a change management network

• Lead the delivery of Change Management training and best practices as needed

• Assist in leading the continuous improvement of the Cigna change management approach, standards, tools and methodology for sustaining change efforts, leveraging process management concepts

• Demonstrate excellent communication skills, both written and oral, communicate effectively with senior management, process owners, stakeholders, and other audiences

• Model effective change management skills, activities and behaviors during all work efforts



• Understanding of how people and organizations go through change and the change process

• Experience operating in agile delivery environment a plus

• Good communication skills - both written and verbal

• Excellent active listening skills

• Experience working in a matrix environment and with virtual team members / stakeholders

• Ability to see the big picture, and operate effectively delivering tactical and strategic objectives

• Ability to influence and guide senior leaders in their change sponsorship role

• Demonstrated passion around customer and employee experience

• Proven ability to develop strong working relationships

• Problem solving and root cause identification skills

• Analytic and decision making abilities


• Bachelor's degree Required

• 5 years of Change Management experience required including program-level change management Required

• Certification in Change management required (eg Prosci®, AIM, etc) Required

• Project Management experience, training, and certification a plus
